License question - Using the builtin Archiving.

Hi Guys, 

We are in a possition we need to start archiving in one of our projects.

Today i think we just have standard edition accounts. So if i understand correctly, to start using the built in archiving we need to have premium or enterprice, right ? 
And now my followup question, do all users need to have premium/enterprice to read from it ? or is it enouph that our admins only have it so they can move them to the archive and a standard user can still read them ? 

Hope anyone have any knowlage of this and can give me some pointers. I am really new to Jira and have got the responsebility to administrate it already. So i could use some help along the jurney =D

yes, you have to switch to premium and unfortunately all users are in the premium plan.
