Does anyone know if it would be possible to load in 25,000 labels into a jira project (custom field label). Would this affect performance?
If I loaded them into one ticket, could I delete that ticket afterwards and the labels still exist in the project?

There is no limit to add n number of labels in the label field but as Trudy mentioned it would be a performance issues
But UI seems to limit the display when adding more than 55 labels: https://jira.atlassian.com/browse/JRACLOUD-76583

There is no published documentation about a limit to values available for a Labels type field. The UI may place constraints on how many values can be displayed in an issue or how many will display in the list when you are trying to select a value.
It is likely that having so many values available for a single field would affect at least the performance of that field.
A Label value that is not used in any issue across the entire system will be removed from the system. So, trying to upload Labels in one issue and then deleting the issue would result in the Labels values being removed from the system if they were not in use in another issue.
25,000 individual Labels values for a project seems to be an excessive amount. Can you provide more information about your use case that calls for so many values?

In jira there's no limit mention of number of values for a label and in your case 25.000 labels can affect the performance of Jira
When delete the issue the labels still exist , so you have to clean it and remove it manually and it take much time because of the huge number you have of labels
But as alternative you can use other solution to bulk delete these labels
You can use Colored label manager and delete al these labels

If your end goal is to clean up labels, you can either use bulk edit to remove labels from multiple issues. You could also use apps to manage labels: https://marketplace.atlassian.com/search?query=manage%20labels
