I have a project that involves multiple external partners. One external solution/partner has Jira setup to support our project and we have our own Jira account/project. The use case I am trying to accommodate is:

Welcome to the community!
We have a slightly different but similar use-cases. You can accomplish this by using apps (i.e Atlassian Marketplace add ons) like Backbone Issue Sync for Jira or Exalate.
Both apps are well-known and are capable of supporting the use-cases you’ve outlined in your post.
We personally use Backbone Issue Sync by K15t and are quite satisfied with the app (not to mention their great support/customer service team).

As Hamza said, if you want to sync Jira issues between your internal Jira and external Jira instances, an Issue sync app such as Backbone Issue Sync for Jira would be a perfect fit!
You can use a JQL label to choose which Jira issues to sync across the instances without leaving your own Jira instance.
And the teams can automate syncing of issues, components, labels, custom fields, attachments, comments, etc., between Jira instances and can decide on the flow of information via uni- or bi-directional control settings.

@thejimlee hello. You can achieve this by connecting your instances and syncing them. As said, there are tools available in the marketplace. If you're open to using an external tool, feel free to take a look at ZigiOps. It can help you connect your and your partner's Jira instances, and sync their data (the one you want - internal and external issues). They'll be kept up-to-date - if a change appears in one of them, it will immediately appear in the other.
