Locked from Jira Team and Project

Hi everyone,


I'm using Jira Cloud on the Free plan. In the project and team settings, I'm marked as an admin, but:

  • I can’t invite new members
  • I can’t export the project
  • I don’t see any option to manage billing or upgrade the plan
  • I can’t tell who the actual site admin or billing admin is
  • There’s no way to contact Atlassian support on the Free plan

It feels like I have partial admin rights but not full control. Has anyone run into this before? How can I:

  1. Find out who the real site/billing admin is?
  2. Invite new members
  3. Get proper admin access or upgrade the site?
  4. Export the project or at least the issues?

Appreciate any help, I’m stuck!

p.s. I am able to delete members from the team but as I mention I can´t add new members.

Hey @Kiril

Welcome to Atlassian Community!

What settings are available when you click the cog wheel on the top right?

If you get Personal Settings, Jira Settings and Atlassian Admin sections, then you're a site admin. If not, you're likely a Jira (product) admin only.

Indeed I was only a product admin.
Luckily I´ve managed to dig the real admin.

Do you know who created the Jira instance? They are probably the one to add you for billing info.
