I haven’t tried it but I suspect you can do it through workflows and possibly scriptrunner, but in my experience this could be more challenging to maintain.
For example, there is some plug-ins you can purchase to help manage story and sub tasks, where you can force a story to be closed when all subtasks are closed. There is also some workflow validations where you could force issues of type Story can’t close unless all subtasks are closed
May be we can try on powerapps scripts.

currently we are not using automation rule in jira we are on 8.5.17 datacenter version not jira cloud.
