Lost Functionality - Ability to Start a New Sprint Before Completing a Sprint?

Users used to be able to start their next sprint before completing a sprint in Jira Software.

This case is useful when we have released a sprint and are having team members verify in production but have other team members starting new development in a new branch. 

Will this functionality be restored?  I switched this project to a legacy set up because of the lack of features available in the next-gen and this was one of the features I was hoping to get back.
