This has recently stopped working. It looks to be only for when we close issues. I have checked the notifcations schemes and it has close issue selected for the groups that should receive them. However when our users go to close issues the nofications are not sent. I have tested sending an email from JIRA and that works fine. The other notifications seem to work although I have my doubts that all are working.
I have removed the groups and readded them back into the close issue option for the notifications scheme. I have also created a new scheme from scratch and swapped that for an older scheme but that made no difference either. This is a major issue as we rely on the nofications to provide important updates to people.

We observed the same issue in JIRA 7.1.4
Email notifications are triggered when issue is created, assigned & commented.
But no emails are received when issue is resolved or closed.
Any working solution on this issue?

A few thoughts...
1. What version of JIRA are you using? A new user setting called My Changes was introduced recently and this affects how notifications are sent. Go to {Logged in User} > Profile > My Changes
- Notify Me - Will notify you and other users of anything you do, e.g. create, update, close etc.
- Do not notify me - Will notify users of anything you do, but will not notify you.
This is an individual user setting; you can define the default in Administration > User Settings but the above will override this.
2. Are you using the JIRA default workflow or a custom one? We recently had a problem with the Generic Event whereby emails were not being sent. When a new workflow was created and Generic Event used as the transition listener they started working. Odd, I know, but it solved it.
3. Another thought is what event is being fired when an issue is closed? What workflow statues are you going from and to? You may need to check the Post-functions setting on the workflow transition to see if it is actually sending anything.
4. Check your JIRA logs in $JIRA_HOME/log/atlassian-jira.log and check for error messages.

Hi Andrew,
If notifications are not being received for the close status,then you would need to check the post function on the workflow,and made changes in it to start receiving notification mail.
