Making copy of existing board by its administrator doesn't set this user as board administrator in copied board

Hi,

In our new JIRA 6.3.15 whenever a board administrator makes a copy of his/her board then he/she doesn't become the board administrator by default for that copied board.

For this they have rely on the ultimate Jira-administrators.

Could you please help me know why this happens because in previous version 6.1.3 it was not the case.

I experience the same issue with JIRA v6.3.15#6346-sha1:dbc023d and on previous versions the problem did not exist.

Similar issue with JIRA v6.3.11 with JIRA Agile v6.6.70.
