What is the best approach (dashboards, third party reports) to showcase to management the capacity/bandwidth across entire IT department?
Ideally management would like to see a report showing the portfolio of projects across teams.

The best approach for your specific needs is very much dependent on several factors:
Without knowing the details of the answers to those questions, I can't give you specific guidance, but in general, the way we've implemented reporting for our clients has been to use Jira's dashboards, usually in combination with a time-tracking system like Tempo Timesheets or similar, and possibly a time planning app as well.
Many plugins that will allow you to capture and report on metrics like Tempo will also include gadgets that you can add to your dashboard. Even without these plugins, many of the native gadgets in Jira such as Issue Statistics will allow you to use a JQL query to filter the results displayed, so that you can narrow down the issue statistics displayed in the gadget to the IT Department's projects.
