Our internal team of is using jira to manage a project in collaboration with a vendor along with many other internal projects. What recommendations, would you make with the use of Jira to manage this project keeping in mind the contractors are not involved in any of the other internal projects being tracked in Jira. Would you have a separate board for this 1 project?

The correct feature that you are looking for is Permission Schemes in Jira. The usual approach is giving permissions to roles inside the project, such as "Browse Project".
After adding roles to the permission scheme, you can add related users to the related project roles. So that, the users that are not related with the project cannot see the project (or the issues inside).
And for that specific project, you can add your vendor to the roles, so he/she can access only that project and nothing else.
