Member Account ID is not shown

When I tag a user to a comment in Jira, the user name is being replaced with the following:

[~accountid:557058:0922d17d-4bbd-478e-9c4f-fceda9e0b284]

This happens for only some users, not all. Any suggestions?

They are using the csv Script or Jira REST API You Will delete that Script
