Menu missing when a certain dashboard is displayed in JIRA Software

Hi Atlassian community, 

I notice that the menu randomly dissappears when certain dashboards are displayed.  I was referring to this KB -> https://confluence.atlassian.com/jirakb/board-tab-in-jira-missing-jira-software-application-799801745.html However, the issue repeatedly appears randomly to non-Agile dashboards as well.

Please advise and share if you encounter similar problems.

PS.  Just to add, groups the user belongs to have permission JIRA Software already.

Do you have any announcement banner? If you have one please check if all tags are closing properly. Sometimes announcement benner messes up with jira java script.
