Migrating Jira, Crucible, Fisheye, and Greenhopper to a new machine. Also need to upgrade all products.

Should we upgrade then Migrate or Migrate first.

going from 4.4 Jira to 5.1

I'd suggest migrate then upgrade method especially when you are doing some integration using app-link (JIRA-FeCru).
