My self-hosted Jira Software (Server) v7.7.1 installation on a virtual Linux server crashed. I am not able to repair the installation and it is not worth to re-install an outdated software.
Unfortunately I can't run the Migration Assistant on a chrashed installation. Is there another solution to migrate my tickets to Jira Cloud? A backup is available.

it was possible to use the xml-backup until May, now it is only available for sites with more than 1.000 users.

If you have such an xml-backup, you can try to request an exception from Atlassian, but I don't know if that will be possible. Otherwise, you'll have to set up you local server again and use the migration assistant.

In the meantime, I installed a local Jira Software (Server) v9.0.0 on my Windows machine and restored the xml backup from the crashed installation.
I was also able to migrate the data from there to the Jira Cloud, with little data loss (some icons and attachments were lost).

If you want to Migrate Jira server to Cloud your jira should have JCMA (Jira Cloud Migration Assiatant) Add-on which will have Premigration Checks and Assessment.
Clause 1 ) your jira server should be 7.6x later version to have JCMA plugin for migration.
Clause 2 ) if you are using Script runner plugin - your script runner should be 6.47 version where Jira Version 8.5.x versions are supporting for this migration to cloud.
Resolution for your query : if you are having backup file deploy that backup in a new Linux server and re-install Jira (if its server snapshot)
