We're looking to mirror Jira projects in two instances real time (i.e. same issues, same keys, etc.). Is this something you have in your bag of Jricks (every pun intended; Compound Jira +Tricks)

The only way to keep two (or more) JIRA instances replicated is setting a high availability scenario. This guide, from our bag of Jricks, can help you on this matter. :)
If you're planning to do this through some JIRA feature, it doesn't support data replication by itself. I have checked by some plugin that could do it but I didn't found none. In advance, you could also create an application that "talks" with JIRA via REST API and use it to replicate the issues on another instance.
