I am trying to set up an approval step in a Jira workflow. I follow the instructions (https://support.atlassian.com/jira-service-management-cloud/docs/set-up-approvals/) but the add approval field does not appear. I have read somewhere that the Workflow needs to be active but I still do not see this option. What am I doing wrong? I even tried creating a new Status 'Review', but this did not help

the article you are linking to is for Jira Service Management where you indeed have the option to set up an approval step but only on an active workflow.
On Jira Software however I'm not sure that is even an option.
I did find the following where an Atlassian Team member provides you with a workaround for JSW.

Approvals exists only on JSM projects. If you are indeed trying to set up approvals on JSM projects, then you are correct and you need to activate your workflow. To do that you simply have to associate it with one of your issue types within your project.
Once you've done that, you return to this workflow, edit it, and your approval config will be there for you to setup.

Thanks, I am working in JWM, So this is why i do not see it. I was confused because ion the screen I could add standard approvers, but did not see a way to use these approvers.

Unfortunately you have to have JSM to add the built-in approvers. However you can create your own "manual approving system" or find an app from the marketplace.

In order to be able to add the 'Approvals' to any status of the workflow, you will need to ensure that the workflow is added to a 'Service Management' project.
For introducing the 'Approvals', in a regular Software type project please refer to the solution suggested previously.
