Missing Attachment section in JIRA Issue View

The attachment section in the JIRA Issue View is missing. It is is same, like in this issue:

But my attachment field settings are correct:

If I click two times on issue key, the attachment section appears:

It seems, the attachment section is not appears in the issue filter view screen, but it appears on one issue view screen.

Are there anybody who experienced same behavior?

Check if you are using Security Fields and Attachments plugin: 

it cause this behaviour, here is workaround:

Attachments do appear in the filter view in jira may be some issues internally 

try post a bug report to atlassian that might help
