Missing icons after upgrade

I reviewed a few "missing icons" posts before posting this because what was suggested didn't work for me.

Anyway, refreshed my DEV environment then performed an upgrade of Jira Server from 8.0.5 to 8.5. Upgrade appears to be successful but I am missing assorted icons. These are not icons that were/are uploaded from users. These are default icons that are missing.

I am unable to obtain sign-off for the upgrade until I am able to explain/resolve the missing icons. 

Any assistance is greatly appreciated. Such a trivial thing to hold up an upgrade.

Copied over all the files in the avatar directory. Icons do not show up until I go into each profile and select to "load image".
