Missing some projects after restore (from JIRA Cloud to JIRA Server backup)

We created a backup from our JIRA Cloud instance, making sure that it was a backup created for JIRA Server, as that was the target restore platform.

After restoring the backup on a new instance of JIRA Server, it pulled down pretty much all the projects (roughly 200), but is missing 14. I looked in the entities.xml file, and the projects that are missing are listed there amongst all the other projects.

And all Nextgen projects have been converted over to standard, so that is not the issue.

Can anyone think of any reasons why some projects wouldn't restore properly?

Have you tried re-indexing Jira?

I've seen Jira have missing tickets and projects after a migration because it didn't have an up-to-date index. I suspect Jira auto-index after the migration, but another index won't hurt. 

Another possible solution for this is to export just the missing projects from the cloud instance and import them into the Jira server.

It's also usually best to review the logs for the service instance to look for hints for why these projects were not able to migrate.
