Monthly effort summary of users in email.

Is there a way to setup monthly email updates from JIRA in the following scenarios.

1. When a user has not logged specific amount of hours in a month.

2. When a user has logged more that a specific amount of hours in a month.

The notification email should be sent to the specific user and the admins of JIRA.
