Multi-level cascading field - only taking first level mandatory

I am doing a trial of multi-level cascading field and I want all three levels of my cascading should be mandatory, but once I filled first level value it accepts and saved. I want to make all three levels mandatory without any additional plugins purchase like scriptrunner. Please suggest
