My Open Jira Tickets in Outlook as Task List

Is it possible to integrate "My Open Tickets" from Jira into Outlook task list, alternative an other vendor of some kind of task management locally on my PC (except Jira Client).

Yes it is possible. Both Jira and Outlook have public APIs, so you could have another application which creates your tasks in Outlook and then keeps them in sync with Jira.
