Need help with user permissions

When allowing users to have certain permissions, I do not want to give the Users the ability to edit other peoples comments but allow them to @ other users within the platform in a comment box where the other user will receive the notification. Which permission allows this.

You can do it in project settings -> permissions

And remove edit all comments permisiion
