Need to disable @Mentions in Comments and/or edit .vm templates that construct email notification. Upgraded to Jira Core Server 8.20.17 today, from 7.13.8, and [still] have auto-notifications being sent from @Mentions in any Comments field. I researched some and this looks related to a plug-in, but don't see that Confluence Mentions Plug-in on my system. I've successfully edited various email templates, for HTML and Text, to remove the calling-code for some fields, so that sensitive Issue Title and Issue Description content is not displayed in email subjects or body. Still need to edit some more of the email templates, though, and the Comments, and the @mention in the Comments is one of the notifications that I need to either edit or disable. Please advise. I understand your problem. And I would not recommend to edit .vm file or Jira code as it is expensive to manage these changes.
Here is one workaround :
By default; fields like Description or Comment is set to Wiki Style Renderer. If you change it to Default Text Renderer in your Field Configuration; you will no longer be able to use @mention. However, you'd also not be able to styling your text in the Comment any more and you can't no longer use tags such as the code tag. For instructions please refer to Specifying field behavior.
Hope this will give you a second thought as a workaround.
