We have a JIRA subscription for 200 members with QA, Development and Management teams included. Out of them, the QA team has only 20 members. So, we want the Zephyr Scale plugin for only 25 users. Please help us to activate accordingly

By the Atlassian’s licensing policy, to purchase any App – you will have to match the Jira license count and hence you have to buy it for all the users irrespective to the adoption.
However, you can always look for more economic option with better value offering in the Test Management space. QTM4J (QMetry Test Management for Jira) offers Enterprise grade Test Management inside of Jira at most economic pricing.

Purchase the license tier of a app matches the number of users you have licensed for your host product.
For example, if you have a 25-user Confluence license, purchase the Confluence app at the 25-user tier. The app will only function if its license matches or exceeds the tier of the host product – even if only some of your licensed users need to use the app.
For Jira, you must purchase the app license that matches the highest Jira application tier. For example, if you have a 500-User Jira Software license, and a 20-Agent Jira Service Management license, your Jira apps must be at the 500-User level.
Cloud marketplace applications naturally match the tier of the host product within the cloud site and are unable to exceed the host product tier.
So in your case the only option is a license for 200.
