New JIRA Cloud Instance - Add Users WITHOUT Sending Email

Hello:

I'm attempting to add new users (new cloud instance) WITHOUT sending an email to them. The only option I'm seeing is under User Management > Users Invite New Users where it has three pairs of fields (Full Name and Email Address) to invite users. It indicates that these first users will be given full site admin... etc.

Do the user creation options change after a certain number of users has been created? I seem to remember being able to add users without also sending them an email and the  JIRA guide I located indicates it should be possible:

Hi Jonathan,

There is no direct link from the user management page as we're discontinuing that feature, unfortunately.

According to this past suggestion ticket Request for the previous method of creating new users, our development team decided to discontinue the create user page which contains the checkbox to exclude sending email invitations.

You can still add users without sending emails through the old link which are still available: https://<instance>.atlassian.net/admin/users/add. However, we do not know if the link will be permanently available.

Thanks for the response Syauqi. I was able to get it to work as expected after adding the a 5th user or so. Thanks again!
