New JIRA users can not see projects

I have set up several new users the last month. One user who was set up the same way as a developer, I even uninvited him and reinvited to no avail. He can not see any projects. Any suggestions?

A couple things to review:

• Check the related board filter to make sure it is shared with the appropriate group(s)
• Does the user belong to one of the above groups?
