I am receiving reports that new clients we are adding to our Jira projects are not receiving the initial invitation.

I am new here. Just a suggestion- may be you can check your project settings carefully. May be they have lack of permissions.
Are you inviting the user from admin.atlasisan.com? Or are you inviting the user when trying to assign an issue to your client.
If you are using admin.atlassian.com, are you inviting your client as a JSM customer? As a Jira user?
You can check your logs under security in admin.atlassian.com, type in the client's name, and maybe the logs tell you if they were at least invited?
Finally, what does your atlassian product access settings look like? Maybe you can generate an invite link and email that directly to your client.

Are you receiving other e-mails from the site, such as notifications and filter subscriptions? If not, it is possible that the outgoing mail is disabled. You can check it out by selecting the cog icon at the top right corner of your screen, then System Settings, and Outgoing Mail.

All other emails are going out to users. I am curious if there is a way to check any bounce notifications for invitations in our account.
