New custom field to pull values from existing "Fix Version' field

Client needs new custom field 'Target Version' for their project. This field needs to pull all values from existing field 'Fix Version'. Any help on how to get this done would be really appreciated.

Sounds like all you need is to add a standard "Versions" custom field - have a look in admin -> custom fields -> add new and look for "versions" in the list

Works perfectly well. However, we need to display this field in the Details section of the default issue page. Presently it shows under General tab, and not in the upper panel along with the Fix version field. Not sure what we are missing.

You're not missing anything, it's a custom field, so it appears with the custom fields.
