Hi,
When inviting users to the project I cannot choose (change) role, the standard is administrator.
When I do it from https://admin.atlassian.com (directory / members) it also does not allow me to change user roles.
Then when someone asks permisison and I go via that route, and I can check the box to configure user acces, there says User.. but afer completeing that dialog, in the Project (Settings -> acces) it stll remain Admin for that user..
Anyone know how (and if this works).
Off course I understand that a free plan has limitation, but making everyone admin is not very handy.

Probably the admin group is configured as default group. Check the configuration in Site Administration -> Product setting: https://support.atlassian.com/user-management/docs/default-groups-and-permissions/

For the free Jira product plan there are two levels of access that can be set in the Directory; Jira Application Administrator and Jira user.
With the Free plan all users granted access to Jira, regardless of access level, will have the equivalent of the Administrator role in all projects. The free plan doesn't allow customizing permissions. This is stated in the documentation here:

If you need to customize the permissions so that not all users are project administrators for all projects, you have to use a paid subscription.
