One of my site admins is setting up a new user for a project on his Cloud instance of Jira Software. The user is part of a group, is assigned to the project, and is set up with access in the security scheme. However, they are still not able to access the project or any issues. - What is the message received by the user when he tries to access the project? Or he is not able to even see it?
- Is this problem happening to other projects too or the user is able to see other projects?
I recommend you to check if the user is properly added to the JIRA Software application access on User management.
Also, Can you please provide us how the user is added to the security scheme configured on the issues? Is he added by group, roles or any other option?

I knew I was missing something simple, the user was not properly added to the Jira software application access.

I can think of 4 things that can prevent a user from seeing a project.
1. Not having the application e.g JIRA
2. Not being part of the group that has access to the project.
3. Not being added into the project e.g User Role
4. Lacking browse project permission
Your user seems to have all 4. Could be something else.
