When users join Jira for my organization, they automatically get added to Jira Product Discovery. Since my organization has a Free plan, we limit who can join JIra Product Discovery product. How can I disable this option for new users?

That is a known problem with the defaults for a product where customers cannot adjust them, and it was certainly made more visible when JPD was added...as it has a different licensing model than Jira.
You appear to be the site admin for a paid license, and so you can contact Atlassian Support here, and ask them to remove JPD from the defaults for new user creation. We did that at my last company to resolve this symptom.

In case support takes a while to respond, your site admins will need to monitor new users and immediately remove JPD access, as needed, every time a user is added. Otherwise the monthly charges will kick in.

I had this issue and reached out to Atlassian support.
It is possible to configure the default apps users get added to under your site's user access settings, which can be managed here, in the admin panel:
