When a new ticket a created it is by default assigned to the "project Lead".
How can we modify this such that the tickets are assigned to another person by default?

Go to Projects Settings > Details while on the project. Then you can change the Default assignee at the bottom of the page. Be sure to save it!
Thank you John for your quick response. I get only two options, the "project Lead" and unassigned. I want to assign it to a specific developer right when the ticket is created.

I understand that you don't want to assign all issues by default to the Project Lead, or you may want to change your project lead.
In order to do this, you need to go to your project. Click on Project Settings -> Details. At the bottom of the page you will be able to see and update the Project lead. Also, you can change the default assignee to be Unassigned.
If you want to assign issues based on specific values you can use Components. With components you can assign issues to the Component lead based on the value chosen in the component field. Find more here - https://support.atlassian.com/jira-software-cloud/docs/configure-jira-components/

I am afraid you won't be able to do that, you will need to either create an automation rule or a component and then auto assign to the component lead.
