Next-Gen project: Can Fields be RESTRICTED or OPTIONAL?

I know fields are customized, but is there a possibility to restrict each one to a specific user or make to optional to attend to in a project? Why/Why not?

This documentation explains how to make a field required or optional (near the bottom of the page). To make fields restricted to certain users, it's not currently possible out-of-the-box but you could check out this add-on which allows you to customise field dependency.
