I used scrum template for my project, but I disabled backlog and hence the sprint is disabled as well. I am then no allowed to create any report for my project. So how can I create project report on the task completion vs total task etc.

We are regularly A/B testing experiences so that we can determine in a measured way that we are improving the product. Because we plan to ship experiences that give positive results and feedback, experiences between Jira versions might slightly vary.
The templates with the feature toggles (on and off) are Agility templates. These templates are easier to use, simpler to configure and is growing in power. We do not have non-Scrum reports yet. This means if you have Backlogs and Sprints turned off, you will not have any reporting available. We plan to build more reports in the future.
The alternative like Ahmad is saying, is to CHANGE your template on the project create screen to a Scrum (classic) template. In your screenshot, click "change". If you do not see it, please ask your administrator to help you create a new classic project. This creates some classic project templates with all the classic Jira reports out of the box.

I would like to get a better understanding on the step you mentioned about disabling backlog, which leads to the sprint being disabled too. Can you please verify the steps performed on your end so I can verify the behavior that we are expected on my end?
Additionally, are you no longer seeing the following page when you click on Reports?

Hi I think the screen shots you shown are for the Scrum(classic). I am using JIra cloud solution and I choose the Scrum template. Below is the screenshot I got where I disabled backlog and sprint but then leave the report open. After I done this, I could not see any report option when I click the report link

Similar to the question that was asked here, this is related to the template that is assigned to this project, which is Agility rather than Scrum. I can confirm that this is the expected behavior as per the screen shot below:
With that being the case, please proceed to create a new project with the Scrum template to ensure that you have access to the reports as I have shared above. For example:

Hi @AhmadDanial, please see the screen shot below. when I create project the screen I see is very different from yours. I think there is something wrong with JIra cloud solution.And I can confirm I choose the scrum
