We're facing an issue in our Jira Cloud instance where non-admin users are unable to import and update work items via CSV. They can only perform bulk creation through CSV import, but even this comes with a limitation: there's no available column option to define the 'Work Type' during the import process.
Here's a summary of the situation:
Only Jira admins can run full CSV imports with update capabilities.
Non-admins can only perform CSV imports for new issue creation.
The CSV import screen for non-admins doesn't allow selecting or mapping the Work Type field (or similar custom fields).
This has impacted our internal teams who frequently need to update large sets of issues, such as adjusting statuses or setting specific work types post-migration.
We'd like to understand:
Is this a known limitation for non-admins?
Is there any workaround (e.g., permissions, roles, temporary elevation)?
Are there plans to extend import-update functionality to trusted users without full admin rights?
Any insights, alternatives, or suggestions from the community or Atlassian team would be greatly appreciated!

This is a known limitation, and based on this suggestion, JRACLOUD-69295, Atlassian at the moment is not intending on implement a solution for it.
