I am facing an issue where I have full Jira Administrator access, but I am still unable to perform several administrative actions in both the production and sandbox environments.
**In the Production Environment:**
- I cannot make changes to certain configurations (e.g., workflows, fields, goals, plans) even though I am a site admin.
- Some options appear locked or are missing, limiting my ability to manage the project settings.
**In the Sandbox Environment:**
- I am unable to create or manage Advanced Roadmaps plans.
- The usual options or steps to create a plan do not appear, despite having admin access.
- We want to test configuration changes safely, but the sandbox is not allowing us to do so effectively.
Could you please help verify:
- Whether my permissions are correctly assigned for full administrative access?
- If there are any known limitations or additional settings required to unlock these features?
- How to enable plan creation in the sandbox?

I'd suggest reaching out to Atlassian Support with a request. For the community, we would probably need some additional information such as which permissions you have, how the instance is configured, which screens you're seeing (so, screenshots of items you cannot modify...)
But, I guess it would be easier to chat with the support (you're eligible as you're on the Premium plan) and grant them data access. Their team can then quickly review how everything is set up and guide you on what you'll need to do in order to get the necessary permissions.

1. Whether my permissions are correctly assigned for full administrative access?
- Some settings may be shared or locked if they’re part of shared configuration schemes across multiple projects. Check if the scheme that you are trying to edit/modify are shared schemes?

3. How to enable plan creation in the sandbox?
- Check if you have correct plan to access advance roadmap. If yes, then check if you have "Advance Roadmap Users" group permission.
