Not able to see users to add as watchers

Hello,
I'm not able to understand why I can't access to users when I want to add them as watchers.

My account has Users Role and permission is set:

So I'm able to access and manage watchers but when I try to find a user I can't find him.

If I add Developers Role to my user, it will work. But I don't want to do that.

Any idea?

Dear @Jerome Allagnat,

you lack the global permission:

Browse Users
Ability to select a user or group from a popup window as well as the ability to use the 'share' issues feature. Users with this permission will also be able to see names of all users and groups in the system.

Ask a site admin to grant this permission.
