Even if the default language is selected as Korean, it can not be translated into Korean.

I can not install it because there is no Korean language pack, but when I installed and installed an existing language pack, Korean is displayed.

Sorry, I'm a bit confused. You cannot install it, but installed something? It would be good if you provide a litte bit more details what you tried to do.
You also said, there is no Korean language pack - but this page looks to me like there is one. Did you see this one?
