Notifications when tasks cannot be scheduled

For Jira-Server, will The Scheduler send any form of notification (in Jira and/or via email) if a issue execution failes?  If not, will this feature become available for Jira-Server in the future?

For Server it's not possible (yet).

In the future, we will add notifications, with some limitations eg. if Jira server get shut down, it won't be possible to send notifications.
