OAuth 2.0 App is blocked, does not show up in requested apps, and can't be approved in app admin

We developed a Chrome Extension to integrate into our AMP Jira App. This extension uses an Atlassian Developer OAuth 2.0 App to access multiple Jira REST APIs.

However, on instances, where Admins blocked User installed apps, our Browser Extension can't be used as well, and Admins there have no possibility to approve it (beforehand or after the app was blocked).

The error message showing up is "<App> is requesting access to your Atlassian account. Your site admin must authorize this app for the site <...> before the app can access your account", but their admins actually had no chance to authorize our app.

How can we solve this? A workaround (e.g. unblock user installed apps for a while) is not an acceptable solution.

welcome to the Atlassian Community.

That sounds to me like a behavior which is possibly a bug. I'd recommend you open an ECOHELP ticket to trigger technical investigations by Atlassian.
