Hi, I have a question, can I work with Jira cloud in offline mode in a windows surface tablet?

Jira (and most of the rest of the Atlassian software suite) are server/client, not local.  To edit them, you need to connect your machine to their service.

That said, there is a rather decent Jira desktop client which does a "sync" if you're offline - https://marketplace.atlassian.com/apps/7070/jira-client?hosting=server&tab=overview

I can't see a way that this would work as even if you have a bunch of data cached, there's no way to know what has or hasn't changed in the cloud.

Perhaps if you have a specific use case someone could give a more direct answer.
