Onde está a opção para incluir pessoas e permissões de novos colaboradores nos board do JIRA?
antes das mudanças de navegação, ficava dentro do board no menu esquerdo lateral.

A que tipo de projeto isso se refere? Obtenha essa informação na página "Ver Todos os Projetos", no menu Projetos > Mais Projetos.

Você pode estar se referindo à adição de pessoas ao projeto ao qual o quadro pertence. Essa opção pode ser encontrada aqui:

You may be referring to adding people to the project to which the board belongs. That option can be found here:
