Only allow project managers to transition certain statues.

I have a total of 7 statues in a workflow. To Do, Develop, Document, LMS, Review, Onboard, Done

All project members should be able to move tasks freely between the first 5 tasks.

I only want the project manager to be able to move it between the Review, Onboard and Done statues.

I also saw something briefly that said users could move something but the project admin would have to approve it. I'm guessing that means it's help in some type of pending state until the admin approved.

You can add a Condition to the specific transitions that you wish to restrict. You can leverage on of the “User in...” conditions, e.g. role, group etc.

You might want to take a look at this documentation about Workflow Conditions

As @Jack Brickey  rightly mentioned restrict those transitions for Project manager group or role only to execute that particular transitions with Workflow Conditions.
