Only one person cannot see a field in Service Desk

I can see this user in "People" - has same role as everyone else, but does not see the Assigned To field in the Service Desk form.  It doesn't show in the "Show Fields" options either.

This is the only user that is having this issue out of about 30+ people.

check the workflow to see if there is any condition or property specified
