User is member of the JIRA Project, but he is unable to receive any type of notification at all.
Only one specific JIRA user is unable to received notificaiton for any new or updated ticket.
I suggest you to check the notification for another user using the notification helper
YOURSITE.atlassian.net/secure/admin/NotificationHelperAdmin.jspa
This tool would help you on identifying the problem, if its not related to user profile notification configuration.
I.e if the notification helper shows no error, then the user might have opted out for some notifications.
In this second case, the users must verify their accounts
