Is there any way or workaround to have another types of org admins that they will be allowed to add but not allowed to edit or delete records?
Delete permissions are set per project. You can update your permissions schemes so only specific users, groups or project roles can delete issues.
However, an org admin has administrator rights, and in that role, he or she can edit the permissions schemes so they are able to do this.
This change would be logged in the audit logs and can be traced.
So you can't lock them out completely, but you can change the default permissions on your projects, even for org admins.

Also if it's possible to provide what about limiting editing/deleting to Jira configurations e.g. workflows, issues?

Its all about your project permissions. Org admins can do anything in your project based on your permissions.
Check the permissions, take the permissions for the org admins if you need to remove them.
maybe the group org-admin? maybe the user itself?
But you need to take a look at the permissions.

No, that's what org admins are for. They are the ones who control the organization (user, billing, directory, groups, and some other stuff)

I fail to understand your question. Why do you want to limit the Org admin job? that's what the org admin is for. manage users is one of them.
