Our admin account is unable to receive verification emails, and we can't open a support ticket because only admins can create tickets.
We've tried sendind and re-sending verification emails but no luck yet. We've checked the spam folder as well.
How do we solve this issue?

I was not able to locate any messages sent to your domain from our cloud services in the last 24 hours that show a bounced or delayed response. That said I did attempt to clear any suppressions from our side for your domain.
I would suggest trying to have your admin resend the verification once more. If that user is still not receiving this, then I would want to know more information about that user. For example either their email address or their Atlassian Account Id could be used from my side to take a closer look to see if the message sent is getting bounced or not.

Appreciate your prompt response to this.
I did just try to log into our admin account and I still didn't receive any verification emails. I am able to receive other account-related emails like plan upgrades and so on.
I checked the spam folder as well.

I tried to sent a Can't Log In email as well but even the recovery link didn't come through.

On a side note, this is another good example of why it is a good idea to always have at least two accounts with Organization Admin access for your Atlassian Cloud Organization.
