We need another site-admin assigned and somehow that didn't happen when the site-admin left the company. We can work in Jira, but can't add new users. Is there a chance anyone from Atlassian can assign that role to any of the users?

I understand your current site admin left the org. But if there is an active org admin, the org admin can assign the roles to the user.

Currently, only an Org admin can add another one. The Org admin must follow the steps below:
Log in to your organization at admin.atlassian.com.
Choose Settings > Administrators.
Click Add administrators.
Enter an Atlassian account email address and click Grant access.
If this is not the case to proceed further on this, we would have to perform certain checks on your instance and validate a few things before assigning any role to required user. request you to raise a ticket with Atlassian Support: support.atlassian.com

You need to get in touch with the Atlassian Support team and raise this request with them.
Not sure if they can help you directly, they need usually ask for permission to Access Site via the ticket and once the permission is granted they might be able to make the changes needed. (Assuming they can help, they will need your site's Billing contact or Technical Contact to sign off on the ticket as well if it involves updating a user.)
