Permission issue when we call list users API for Jira

Even though I have org admin permission with read:jira-user scope, not able to call the https://flexeratest.atlassian.net/rest/api/3/users Jira API using the OAuth 2.0 (3LO) authentication.

I am able to get the access token using https://auth.atlassian.com/oauth/token API but while calling the user API getting below error,
